The City of Washburn has a general fund which is subdivided into an operating budget, debt service budget, and capital budget. This is the largest portion of the City’s financing and provides for most of the operations. In addition, the City has three enterprise funds (separate businesses) for the Water Utility, Sewer Utility, and Stormwater Utility. Finally, there are special funds and designated accounts for specific purposes such as the Harbor Commission Fund, the Parks Designated Fund, Tax Increment Finance Fund, and a number of other funds for grants, projects, and functions. All fees are set by the City’s fee schedule.
