Incorporated in 1904, the City of Washburn is the largest incorporated community in Bayfield County. The City of Washburn is governed by a mayor-council form of government and operates under the authority of Chapter 62, Wisconsin Statutes. 

The mayor and Common Council establish the vision, direction, goals and policies of the community. The Mayor serves at the Chief Executive Officer of the City. The Mayor shall take care that the City Ordinances and State Statues are observed and enforced. ​Sec. 2-2-3(b)(1). The city administrator, working for and with the mayor and Common Council, oversees the daily operations of the city and implements the direction of the Council. 

The City's administrative and law enforcement functions are housed in the Washburn City Hall, a combination brownstone and brick building at 119 North Washington Avenue .
